Urban Teacher Corps (UTC) Partnership was established in 1989 by the Think Tank of Phoenix and thirteen educational partners to assist the instructional assistants and other classified employees in the participating school districts to pursue a teaching degree with a bilingual and/or Urban emphasis. The UTC has been structured by the Urban Teacher Board of Directors.

The UTC is a joint program designed to assist inner school district employees to complete a Bachelor's Degree in Education and to fulfill the requirements for State of Arizona Teaching Certification.

Degrees supported by UTC are offered through Arizona State University (ASU) Main campus, and are available in:

Both degrees lead to Arizona Teacher Certification.

All UTC participants begin taking their general education courses at one of the ten Maricopa Community Colleges. After completion of lower division courses, participants transfer to the Initial Teacher Certification (ITC) program at ASU Main, College of Education.
