HLC Criterion 3 Meeting Notes

February 7, 2005

            The HLC Criterion 3 Subcommittee met February 7, 2005.  In attendance were Mike Mitchell, Chair; Kristin Anderson; John Arle; Sharon Halford; Tanya Armel; Ofelia Canez; Giliana Raheem; Joy Fitzpatrick; Pam Rogers; Brent Jameson; and Don Richardson.

            The aim of the meeting was to derive conclusions about 3a and 3b.  Some Phoenix College departments are doing the evaluations; some are not.  The occupational programs are.  There is little question at the course level as the competencies and syllabi combined with the district course bank and the behavioral objectives provide evidence.  At the program level, the evaluations are being done in the occupational programs but not in the academic.  It was pointed out that departments and programs are not interchangeable.  The evaluations are not systematic nor wide-spread.  There appears to be no standardization of measurement for every course.  A committee is working on evaluation of courses. 

We do have program outcomes and assessments.  This is evident in the occupational areas of EMT, Dental, and the psychology and Spanish departments.  Are there clearly stated outcomes for the degrees?  The District does offer a guarantee to completers of AAS degrees (see p. 51 of the general catalogue).  The general education areas appear to be documented well.  Perhaps the best conclusion at this point is that a climate or culture of assessment is being developed on campus.  We are creating this climate as a whole. 

            It appears that the answer for 3b is an unqualified yes.  Examples are the faculty recognition programs, Distinguished Teacher of the Year, NISOD, and the presidential bulletins.  Should we include a link which shows a table for the last three years?  Support is found in LTD, professional development, MCLI, the training program, and the budgets for grants, etc.

            What evidence do we want in the report?  What evidence do we want to be available in the archives?   

            The next meeting is March 7th at 2:00 p.m. in the library.
