Why was RCI established?
The RCI was established in response to the well-documented demographic growth of Latinos and the needs to take positive action to address issues impacting Latinos in Arizona.
Recognizing the growing need for educational health related serves in the Arizona Latino community, Arizona Governor Janet Napolitano supported the idea of a Latino policy institute through which these issues could be capably addressed.
Under the direction of Dr. Rufus Glasper, Chancellor, Maricopa County Community College District (MCCCD), Dr. José Leyba, former Provost for MCCCD Downtown Phoenix Office and Initiatives, and a design team comprised of representatives from MCCCD, Arizona State University, University of Arizona, Northern Arizona University, Pima Community College District, La Raza Development Fund, Chicanos Por La Causa, and the Governor's Office, worked collaboratively for over one year to develop a vision, mission, and priorities.
What makes RCI unique?
RCI is the first "Do Tank" in Arizona, committed to educating and strengthening partners who serve the Latino community, by fostering connections with research institutions, promoting best practice dissemination, and by impacting policy decisions in Education, Health and Human Services, Leadership and Civic Participation. Furthermore, RCI will adhere to strict standards of providing sound, objective analysis of original research and will couple its analysis with outreach and education of community stakeholders.
What are the RCI main objectives ?
The RCI is a non-profit clearinghouse and sponsor of Arizona-based policy research on leading issues related to Arizona's Latino population. RCI will provide technical assistance to state policymakers, academics, other national and local organizations, and the media.

Where is the RCI located at?
The Raul H. Castro Institute (RCI) is housed at the Phoenix College Downtown campus. The address is 640 North First Avenue in downtown Phoenix.
